Are Project Managers responsible for slower adoption of BIM?

Transitioning to BIM platform is more than just a technology or process change; it's a culture change. A successful BIM transition requires careful planning, selection of right tools, buy-in from senior management, and more importantly making everyone in the transition and preparing them for the changes ahead.
It is said that a strong resistance comes from the users and designers and architects. But, reality is completely different. An architect firm which has been using BIM on all its projects since 2009, has observed that, most of the resistance has largely been from clients and project managers who aren’t involved with the day-to-day tasks of construction and so aren’t familiar or don’t understand the benefits. How do you take it? What does your experience relate to the resistance to BIM transition? How can we convince the project managers who are actually supposed to take the BIM transition initiatives?
